Planning Permission Granted: Change of Use of Two Planning Units into a Modern Dental Practice in Stockport

The successful conversion of two existing premises into a modern dental practices in Heaton Chapel, Stockport represents not only a win for our clients Circle Dental but demonstrates the adaptive reuse of commercial spaces in challenging economic times. The introduction of the practice in the Borough addresses several critical needs simultaneously with many areas experiencing a shortage of private, NHS and emergency dental services. This development will no doubt help reduce waiting lists and improve access to patients for both routine and emergency dental care.


For many businesses, the conversion of an existing premises rather than constructing a new build offers several advantages. The changes to the Use Classes Order brought greater flexibility with the introduction of Use Class E and as such, planning permission is not required for the Change of Use of an existing premises in Use Class E to a dental practice (subject to PD Rights not being removed). Moreover, former retail / commercial spaces often have the open-plan layouts that can be efficiently adapted for dental surgeries, waiting areas, and reception spaces. This approach is typically more cost-effective and sustainable than constructing new buildings.


In our clients case, whilst one of the planning units could have lawfully operated as dental surgery, one of the planning units was in a Sui Generis Use and as such, planning permission was required for the change of use of the unit. Furthermore, a number of external alterations were being proposed which required planning permission.


For those sites where planning permission is required, converting an existing premises to a dental practices can involve navigating a complex planning framework, requiring applications to demonstrate that the proposed use aligns with local planning policies. Whilst not an exhaustive list, irrespective of the Local Authority Area, the common themes which crop up often relate to matters concerning:

  • highway safety

  • parking

  • accessibility

  • noise

  • residential amenity

  • disposal and collection of waste


Working alongside CRL Architects, Egg Transport Planning and RS Acoustics, we were able to submit a robust planning application which had little resistance from neighbours and the Council.


Conversions such as this scheme represent a positive step toward diversifying the commercial landscape. As traditional retail faces ongoing challenges, repurposing these spaces for healthcare services ensures continued footfall and economic activity in central areas. The adaptive reuse approach demonstrates how planning policy can support both urban regeneration and public health objectives.


The granting of planning permission for our client and their practice marks both a significant and positive development for Stockport's healthcare infrastructure. As the practice becomes operational, it will undoubtedly play a crucial role in improving dental health outcomes for Stockport residents while contributing to the economic vitality of the local area.
